The backbone of the economy of Shekou is made up of three

Although the management of these three enterprises are independent from the control of the Bureau, the Director of the Bureau does hold the post of Assistant Managing Director of the China Merchants' Commerce Shekou Industrial Zone, which implies that the Bureau also assumes part of the responsibilities over the administration of the company. As a matter of fact, it is a characteristic of the infra-structure of China that the political and economic administration often overlap each other.

The Bureau is divided into 4 main sections(); political & economic (7), urban (4), administrative (FJX) and agricultural (k).
). The total no. of staff is around 20. The Bureau is headed by a Director surnamed HUNG with two assistants, one of which being Mr. CHE. (Mr. CHE is being considered for promotion to Deputy Director.)

A newly-established section to deal with enquiries and complaints (1) was set up two months ago (i.e. after Mr. CHE's visit to SVo). It provides the public with services similiar to the referral services of ICAC local offices. Letter Boxes are placed at conspicuous spots to collect complaints. Every day,
Mr. LAU, the officer-in-charge, unlocks the boxes in the company of Mг. ZHANG, the Chief of the District/ Party Affairs Office. Upon receiving a complaint they will conduct an investigation and make referral whenever necessary. At present the bulk of complaints they've got in hand are about civic matters.

The visit to the Bureau is quite successful in the sense that I experienced a cordially "semi-official reception" (as said by Mr. LAI).

In the discussion with the officials of the Bureau, I could feel that these people showed genuine interest in knowing more about the work of the ICAC, especially the methodology adopted by the Commission to curb corruption. Some of them even suggested that they sit in to listen to the lecture when I told them I would join my two other colleagues in the afternoon to conduct a talk in University of Shenzhen. Finally, the plan was dropped as time didn't permit.

For the time being the chance for the ICAC to liaise with the officials of the Bureau seems not very optimistic because the authorities concerned still have worries over the political sensitivity that such function may provoke. In fact, I was unable to meet with Mr. HUNG, the Director of the Bureau, who, according to Mr. LAI, was busy receiving some guests at the time. It was also Mr. HUNG who turned down Mr. CHE's proposal to invite ICAC to talk to the officials of the Bureau.
