of The People's Government of Shenzhen on 26.10.85 (Saturday)
Background
On 11.6.85, Mr. CHE Guo-bao (†), the Assistant
Director of the Administrative Bureau of Shekou District of the People's Government of Shenzhen, paid an informal visit to SVO and extended an invitation to ICAC to hold a seminar with the officials of the Bureau. On 7.8.85 I received a letter from Mr. CHE in which he wrote that the invitation wasn't approved by the concerned authorities which considered the time not ripe. together with two special correspondents of the HK & Macau Economic Digest (
) and world Economic Herald (1338), called at SVO and made detailed enquiries on the work of ICAC and related issues, which was reported to you separately in (26) in SV 2/2/10 of 24.10.85.
Objectives

The objectives of my visit to the Administrative Bureau of Shekou District of The People's Government of Shenzhen on 26.10.85 (1045 am to 1330 pm) were :-

to enhance mutual understanding and cultivate closer relationship with Mr. CHE and the Bureau; and
to explore possibilities to develop further liaison. with the Bureau.
Gist of the Visit

It seems that it wasn't opportune for me to visit Mr. CHE, who, coincidentally, was on an official trip to Hong Kong. Fortunately, I managed to contact Mr. LAI Ji-chao (1), who had accompanied Mr. CHE to SVO. Mr. LAI picked me in the cafe and escorted me to tour the offices of the Bureau and several prominent sightseeing spots of Shekou (See Appendix I). In the visit I had a few pieces of casual conversation with the chiefs of various sections of the Bureau (See Appendix II), in particular with Miss LAI Miao (4), chief of the Political and Economic Section (34) and Mr. ZHANG Gin-hua (F), Head of District/Party Affairs Office ( E / 2 € 1 4 ) A copy of their call cards is at Appendix III. During the meeting questions related to the work of ICAC were raised and discussed (See Appendix IV).
Information Collected

Shekou is located in the west of Shenzhen which provides an important access for sea transportation. The size of its population is approximately 40,000 of which over 50% are youths.
