Terms of Employment of Overseas Officers

Scale B. It should be read by Heads of Department, Deputy and Assistant Heads of Department, Departmental Secretaries and all officers who deal with personnel matters, and made available to all overseas officers on agreement terms.

This circular announces changes in the terms of appointment for officers recruited on overseas conditions of service. It also sets out revised rules covering transfers of overseas agreement officers to the permanent and pensionable establishment.

With effect from the date of this circular all appointments of overseas officers will be on agreement terms. This means that the arrangements whereby overseas Administrative Officers and Police Officers could be appointed on pensionable terms will come to an end. Furthermore, an overseas officer appointed on agreement terms after the date of this circular will no longer be eligible to apply for transfer to pensionable terms.

Overseas agreement officers who were appointed or offered appointment on or before the date of this circular will continue to be eligible to apply for transfer to pensionable terms provided their applications are received before the end of their current agreements or before 31 March 1986, whichever is the later. Thereafter the arrangements under which overseas agreement officers may apply to transfer to pensionable terms will be withdrawn. All applications to transfer which are submitted before the closing date will be dealt with in accordance with existing criteria.
