In 1985-86 it is Government's declared policy
to stabilize the size of the civil service and where it
is essential to provide staff for new facilities compensatory savings in staff will as far as possible be found elsewhere.
Staff Performance Appraisal

The findings of the preliminary assessment of the new staff performance appraisal system indicate that the new system has been generally well received. Consideration is currently being given to amending the appraisal form having regard to the comments of those who participated in the experiment.
Localisation and Manpower Planning

During the period 1 January to 31 March 1985, 36 overseas officers were appointed (including eight police inspectors) while 87 overseas officers departed. At 31 March the working strength of overseas officers stood at 2,985 which is the lowest end-of-year total in seven years and represents
some 1.7% of a service strength of approximately 174, 000. The supply of qualified local officers in nearly all grades of the service continues to improve and the expatriate service population is expected to decline at a annual rate similar to that experienced in 1984-85, viz about 6%. Overseas recruitment is now confined to the lawyer grades, grades with security connotations and a small number of highly-specialised civilian grades.

CSB will continue to monitor all grades with local supply problems and assist departments to identify ways of overcoming these problems and advancing localisation.
