some countries for this to happen. Also, there is great need to

coordinate such a step with the countries of asylum to assure

that the maximum of good will results from it and that it has the

most positive effect possible on other policies.

It is time to modify some of the policies and assumptions

that have governed the handling of the refugee problem in

Thailand and elsewhere in the region. It is important that

modification of policies occur within a comprehensive framework

rather than on a piecemeal basis. For example, encouraging the

Thai to accept supporting self-reliance projects will not happen

if commitments to resettlement are not sustained. Screening for

refugee status will create more controversy than it will resolve

problems if there is not agreement to accepting the broadest

consequences of its happening. That the refugee situation in

Thailand is complex and is constantly evolving, argues for

policies which permit more options for addressing it.
