Mr Kevin Lyonette, of UNHCR's Donor Relations Division, is calling on you on 11 December at 1500. He will be accompanied by Mr von Arnim, UNHCR's London Representative.

Mr Lyonette will call on the ODA in the morning; his programme there is attached. I have arranged two further calls in the Diplomatic Wing (and notified UNHCR of the details) as follows:
1530 SAFD (Ms Caton and Mr Tonkin) 1600 MCAD (Mr Brown)
Mr Nash, SEAD, will attend one of the meetings at the ODA in the morning.
3. I suggest that we regard this as a courtesy call. I do not think there are any points that UND should make at this stage, but I attach briefing provided by HKD on Vietnamese refugees in Hong Kong. You will have seen my minute of 10 December on administration and management problems in UNHCR.

Mr Lyonette may raise the question of payment of the cost of travel to the UK by Vietnamese resettlers from Hong Kong: my minute of 9 December sets out the background to this.

Mrs Wyeth, the desk officer in BCD, ODA, who deals with refugee assistance matters, would like to attend the meeting if you have no objection.
