SCORRI RECOMMENDATION THAT HONG KONG SHOULD ACCEPT FOR RESETTLEMENT
SOME ETHNIC CHINESE FROM OPEN CAMPS
8. EXCO's view is that, depending on a satisfactory outcome to the
other SCORRI recommendations, the HKG might be able to consider the
possibility of accepting for resettlement some ethnic Chinese
refugees who have been in Hong Kong more than 5 years. They fully
appreciate the importance SCORRI attaches to Hong Kong contributing
to resettlement, as part of a burden-sharing arrangement with other
countries. However they have pointed out that in order for an
effort of this kind by Hong Kong to have an impact on resettlement
countries, it would have to be given considerable publicity, which
would get back to Vietnam. This might stimulate a renewed exodus of
ethnic Chinese from Vietnam.
This may be true: but on the other
hand the closed camp policy, if still in operation, would continue
to act as a deterrent.
