This will be too late for inclusion in our main diplomatic effort. But it might provide an opportunity to press some of the smaller Commonwealth countries - eg Caribbean and Pacific countries?
Timing 4.
We shall need to be ready to instruct posts as soon as the Home Secretary's decision is announced. If we decide to speak to diplomatic representatives in London, this too will need to be done quickly.
5. I attach a draft telegram to UKMIS Geneva, asking them to discuss the above arrangements with UNHCR.
