To improve the cost effective operation of the Mission to the extent that Hanoi's difficult conditions will allow.

To increase self-sufficiency in maintenance and thus reduce use of the Diplomatic Service Bureau.

1. To bring the residence up to the standards of appearance and operation envisaged in the 1985 "uplift".

To complete all preparatory work for the Phase 2 of the 1985 uplift.
