Vietnamese Refugees in Hong Kong: Future Policy

The Secretary of State has seen your submissión of 18 April together with Mr Luce's comments of 24 April.

Before taking final decisions on this subject he would like to have an office meeting. We shall be in touch separately to arrange a time.

Two of the questions he will want to explore at that meeting are:

(i) the possibility of political problems in

Hong Kong if we are seen to be taking Vietnamese refugees at a time when we have delivered a firm no to immigration of BDTCs from Hong Kong;

(ii)

Whether we should be taking on another battle with the Home Office at this stage, when there are a number of important issues in dispute between the two Departments.
