Having failed to come up with anything new and substantive on Human Rights in Vietnam (suggested last year by you) I have been exploring the possibilities of producing a paper on Vietnamese refugees.

I see from Hong Kong's telegram No.340 of 13 February (referring to Pike's annual review also as yet unseen) that a paper reviewing the Vietnamese refugee problem is to be put to Ministers.

3. I now ask whether you see any value in a paper on the subject and whether it is possible for me to see a copy of the Ministerial review in due course.
