has written to the Secretary of State about the
Vietnamese refugee problem in Hong Kong.

Canavan has put down an oral PQ for reply by the Secretary of
State on 20 March. The question is unlikely to be reached. He has
our knowledge shown previous interest in Hong Kong Vietnamese
refugee problem (although he was taken to see an open centre during
his Hong Kong Government organized visit to Hong Kong last year).

Mrs Elliott has written several letters to the two Hong Kong
English language newspapers since last December on the Vietnamese
refugee problem, and the letter attached to Mr Canavan' S letter was
published on 1 March. Having replied to her previous letters, Hong
Kong has decided not to reply to this one. However, they have given
us their views on the letter, and these are incorporated in the
draft.
