Kocher reported that 2,246 Indochinese departed Thailand for resettlement countries in January 1985. ICM anticipates the total departure figure for February will be about 3,400 - 3,500. The reason for the higher number of anticipated departures is that Indonesia has agreed to accept 500 refugees from Thailand for the Refugee Processing Centre in Galang. Mr Kocher reported that ICM will concentrate on moving the land Vietnamese from Dong Ruk to Galang. At the present time there are 170 land Vietnamese ready to go to Galang. Mr Kocher reported that ICM is currently waiting for the United States to process more land Vietnamese along the border and ICM hopes these refugees can be in Phanat Nikhom by 14 February before the Chinese New Year affects inter- regional transfers. The overall goal is to move 480 refugees to Galang this month. Another reason for the higher
numbers is that 1,350 Hmong have graduated and started moving to the United States.

Kocher reported that the Orderly Departure Program figure for January was very low with only 1,489 transitting Bangkok. Due to the conjunctivitis problem in Suan Plu, a number of flights were cancelled. This problem has been resolved and the cases which arrived on 20 and 27 December 1984 have now departed. To make up for the shortfall in January, ICM expects to move 2,800 - 2,900 through Bangkok under the Orderly Departure Program during February.

OTHER: Detainees at Suan Plu Jail
In response to a question regarding resettlement processing of detainees at Suan Plu Jail, the representative of the Canadian Embassy responded that non-Indochinese can be interviewed at the jail but Indochinese, in almost all cases, must be registered in a refugee camp before they can be processed for resettlement. The representative of the JVA stated that in general it is necessary for detainees to be transferred to a regular refugee camp before they can be interviewed for resettlement to the United States. However, in the case that a resettlement guarantee is required before transfer, the US Embassy will try to provide this. Insofar as policies regarding different ethnic groups vary, the US Embassy cooperates with the
MOI and UNHCR on a case by case basis.
