The Hong Kong Government consider that on balance the risks inherent
in such a policy outweigh the benefits, at least in the absence of a
clearer indication than we have at present that the Vietnamese may agree to repatriation in the foreseeable future. However they propose that the concept of screening should be included in our policy review as an option to be kept under review, in the light of
developments on repatriation and resettlement.
We
7. EXCO discussed and agreed to these proposals on 15 January. shall presumably therefore now be asked by the Hong Kong Government:
i) to instruct HMA to approach the Vietnamese on repatriation; ii) to include the concept of screening in our policy paper.
We shall cover both these matters in the policy paper. propose to make any recommendation to Ministers on (i)
this.
