recommends further UK quota.

British Refugee Council (BRC) Report "Behind Barbed Wire"

Will be seeing Lord Ennals and colleagues at 3 pm on Tuesday 22

January. Know you have considered BRC's recommendations carefully,

but are there any further ways in which closed centre conditions might be improved to meet their criticisms?

Repatriation and Screening

4. Understand proposals which EXCO agreed on 15 January will be

included in policy paper now being prepared by Hong Kong Department.

Will consider these carefully.
