VIETNAMESE REFUGEES IN HONG KONG

1.

As my hon Friend the Parliamentary Under-Secretary of State

at the Foreign and Commonwealth Office made clear in his answer to

a question by the hon Member for Dundee East on 17 January, we

are most concerned about the problem of Vietnamese refugees referred

to in the Motion, and will continue to make every effort, in consultatio

with the United Nations High Commissioner for Refugees to find a

solution. We shall consider the question of further admissions in

the light of the report of the Race Relations and Immigration Sub-

Committee's enquiry into refugees.

SUPPLEMENTARIES

Conditions in the closed centres

2. We regret the need for the Hong Kong Government's closed

centre policy, but see no alternative to it in the present

circumstances of a low level of resettlement from Hong Kong and a

continuing flow of arrivals from Vietnam. The closed centres are

run in cooperation with UNHCR, who help to fund them. We do not

accept that conditions in the centres are intolerable.

3. We maintain a continuing dialogue with the United Nations High

Commissioner for Refugees and other countries to find permanent

solutions for all Indo-Chinese refugees including those who are at

present in Hong Kong. We are always ready to examine with them

any constructive proposals for resolving the problem.
