INTERNATIONAL COVENANT ON CIVIL AND POLITICAL RIGHTS
HMG is a Party, and the Covenant extends to Hong Kong. Confers wide protection of human rights, for all individuals, regardless
of nationality.
23,
1951 CONVENTION RELATING TO THE STATUS OF REFUGEES
Does not apply to Hong Kong and is therefore irrelevant. Defines term "refugee", and contains provisions relating to
treatment of refugees by Contracting States. HMG is a Party to
the Convention but it was not extended to Hong Kong because of the
territory's small size and geographical vulnerability to mass
illegal immigration.
1967 PROTOCOL RELATING TO THE STATUS OF REFUGEES
Applies provisions of 1951 Convention to refugee situations arising from events occurring after 1951. 1967 Protocol, like the 1951 Convention, does not extend to Hong Kong.
