Mrs Elliott's letter was published in the South China Morning Post (SCMP) on 5 January. This was followed by a further letter on 15 January. A reply by Mr Jeaffreson, Secretary for Security, was printed on 16 January. There has since been some further correspondence, but no new issues have been raised.
4.
Mr Luce is familiar with the background to the problem of the 14 Iranians who travelled to Hong Kong with forged passports in December 1983.
