Mr Henderson's minute of 13 November asked for our views on

whether Mr Renton should speak to selected Ambassadors and High Commissioners about resettlement of refugees from Hong Kong; and for

details of when the 500 refugees who are to be resettled here from Hong Kong will arrive.

It would certainly be helpful if Mr Renton could raise this

subject with Ambassadors and High Commissioners of the main

resettlement countries as opportunities arise. We can of course provide details of the responses which the countries in question have far given before the meetings. As regards Mr Renton's lunch

with the American Ambassador on 27 November, the US position on

resettlement remains as set ou t

in the attachment to my submission

The timing of the refugees' arrival in the UK will be spread

out over a period of about twelve months. It is intended that the

refugees should arrive at a rate of about 40 per month (though the exact rate of arrival will be determined by circumstances, eg the

availability of accommodation in the UK). This arrangement will

suit both the Home Office and UK voluntary agencies (who would find

it very difficult to cope with a sudden influx of all 500), and the
