I much enjoyed meeting you on 30 October and found our discussion most interesting and worthwhile.

During our conversation, you kindly said that you would look into the cases of Vietnamese refugees in the camps in Hong Kong who have connections with France, with a view to seeing whether they could be accepted for resettlement. I said that I would provide you with details of any such refugees.

The Hong Kong Government have now told me that there are at present some 70 refugees in the camps who have close family ties in France. There are also 44 refugees who speak French. The Hong Kong Government will ascertain how far these two categories overlap through the local office of the United Nations High Commissioner for Refugees (UNHCR) who maintain detailed records. UNHCR are also preparing a list of the names and personal details of the refugees concerned, together with a list of unaccompanied minors (numbering about 100), whose cases we hope you may also be able to consider. lists will be passed direct to the French Consulate-General, which we understand has already been instructed to re-examine relevant cases. (Our Embassy in Paris were informed of this by M Marchand of M Dumas' Cabinet). We shall also ask the Embassy to give a copy of the list to your officials at the Quai d'Orsay.
