Mr Eggar raised the subject at his meeting with Dr Meyer-Landrut, State Secretary at the Auswaertiges Amt, on 8 November. Dr Meyer-Landrut said that this question fell within the competence of the Laender, who were particularly cautious about Far Eastern refugees. Because of this, and the controversy about the number of foreigners seeking asylum in the FRG, the Federal Government could only push for acceptance of those with "first grade" (ie very close) family connections. Even this would involve a hard fight.
We also briefed the Secretary of State to raise the subject with Herr Genscher on 27 November. We shall not take any further action un til
we receive a report of the meeting.
