The recent British Government "diplomatic offensive" on Vietnamese Refugees in Hong Kong (arising from the SCORRI Report) has highlighted a number of problems of communications which I feel it would be worth tackling before the next such exercise involving both British and Hong Kong Government European representatives (eg the BN (0) passport issue).
Shortly before the publication of the UK White Paper on 26 September, FCO issued a guidance telegram (No 125) concerning the arrangements for the governmental lobbying exercise. This telegram, issued on the FCO net, was sent to posts in all EEC capitals as well as those in other European capitals, and copied to UKMIS GENEVA, Hong Kong, UKREP BRUSSELS and HKGO LONDON, but not to this office.(I first learned of its existence from contacts in Bonn!) Specific instructions were also issued to individual European posts, as envisaged in para 1 of Telno 125, to approach their host governments.
During the following days I contacted the British Embassies in the main EC capitals to offer
(a) any assistance or additional information they might
require for their approaches to their host countries' governments; and
(b) to follow up their initial approaches within the
resources available to us (including Ken Woodhouse who I knew was to be in Europe for the UNHCR ExCom meeting in Geneva in early October).
As a result of these contacts, I provided some additional material on the VR problem in Hong Kong to two Embassies and managed to arrange for Ken Woodhouse to follow up initial UK approaches in Paris and Brussels.
