BILATERAL ISSUES

Coordinators' Report on Bilateral Relations

1. Mr Dain said he had discussed a French draft with M. Gérard

that morning. In the light of their discussion, M. Gérard would produce a revised draft for clearance within the French and British

administrations. There had been no points of disagreement he

needed to draw attention to.

2. PUS said the report seemed to be on the right lines. It indicated the degree of collaboration between the UK and France. The tripartite agreement on aeroengines involving Rolls Royce was a good example. He noted that the Guangdong project was still in the balance. The Prime Minister had urged the Chinese Prime Minister, at their meeting in New York, to work for the acceptance of both the French and British bids for participation as a signal of China's

wish to do business with Western Europe. GEC and Framatome had

reduced the gap between their offers and Chinese demands.

The most exciting bilateral project under discussion was the Channel Fixed Link. It was likely that the Prime Minister and President Mitterrand would wish to make public mention of this at

the summit. We hoped the project would go forward. However the
