VIETNAMESE REFUGEES IN HONG KONG: POSSIBLE RESETTLEMENT IN FRANCE

A 1.

B

C

At his meeting on 30

30 October with M. André Ross, Secretary

General of the French Foreign Ministry, the PUS undertook to provide

details of refugees in Hong Kong who might be suitable for

resettlement in France on grounds of being able to speak French or

of having family connections in France.

2.

The Hong Kong Government have informed us that there are at

present 44 French speaking refugees in France, and 70 refugees with close family

family ties in France. I t i s not yet clear to what extent

these two categories overlap: Hong Kong are checking this with the

Hong Kong office of UNHCR, who maintain detailed records on each

refugee. They have asked UNHCR for a list of the names and personal

details of the refugees (Hong Kong telno 2434). At the request of

the French Consul General in Hong Kong, they are also obtaining a

list of unaccompanied minors

in the camps, some of whom the French

might, it seems, be willing to consider accepting (Hong Kong telno

2459). The Embassy in Paris have suggested that details of the

refugees should be passed directly to

We

the French Consulate General

D in Hong Kong (Paris telno 949). Hong Kong propose to do this.

shall also ask the Embassy to give a copy to the Quai d'Orsay.

I submit a draft letter from

the position.
