INTRODUCTION
!
Following the publication on 26
September of a Government
White Paper in response to the Home Affairs Committee's
report "Refugees and Asylum with
Asylum with Special Reference to the
Vietnamese", we are conducting a major diplomatic campaign to
persuade other countries to take additional numbers of
Vietnamese refugees from Hong Kong. Discussion over lunch
will provide a good opportunity to reinforce the approaches
that we are making in all EC capitals.
OBJECTIVE
To draw the attention of foreign ministers to the approaches
we have been making in capitals asking for further help in
resettling Vietnamese refugees from Hong Kong.
POINTS TO MAKE
But
Vietnamese refugee problem in Hong Kong causing us serious
concern. Have decided to accept more refugees to the UK.
cannot solve whole problem ourselves
ourselves and need more help
from friends and allies. Embassies are approaching each of
governments individually: will not therefore go into
detail now. But hope you will look at this very carefully.
