Hong Kong itself should absorb the refugees

Although immensely crowded, and facing its own immigration

pressures from China, Hong Kong has already absorbed s ome

14,500 Indo-Chinese since 1975. Nevertheless, the Hong

Kong Government would be prepared to consider absorbing a

limited number of Vietnamese refugees from the camps there,

provided this formed part of a concerted international

effort to reduce drastically

the size of Hong Kong's

Vietnamese refugee problem.
