votem Taken

Following our telephone conversation last week, I enclose copies of those parts of our contribution to the White Paper which we have been able to draft in advance of your and our Ministers reaching final agreement on the UK resettlement aspects.

2.

The se are in response to recommendations 2. (closed camps) and 3 (training). As I explained on the telephone the drafts have not yet been cleared with our Ministers and should not therefore be regarded as final. However, they will, I hope, give you an indication of the lines on which we propose to respond to these two recommendations. I should be grateful if you would ensure that on this basis they are seen only by officials and are not submitted to your Ministers at this stage.

3. Our Secretary of State's Private Office have passed to us Mr Fittall's letter of 14 August to Mr Ricketts. We are grateful for this prompt response and will reply as soon as our Ministers have had an opportunity to consider the

the form of words you have proposed. Meanwhile, we are working as fast as possible on

fast as possible on the drafting of our responses to recommendations 5 (i) (ii) and (iv) and 6. (As you know we need to consult Hong Kong on recommendation 5(iv).) We shall be submitting all the drafts to Mr Luce when he returns from leave on 27 August, and will send them to you as 8000 as possible thereafter.

Yours sincerely
