Scope
SECRETARY OF STATE'S BILATERAL WITH MR SHULTZ
1.
The Secretary of State is to have a bilateral with Mr Schultz in New York in the margins of the UNGA from 11.00 to 12.00 on Thursday 26 September (ie after both Mr Shultz and the Secretary of State will have seen Mr Shevardnadze). Time is limited and the main subject for discussion is likely to be East/West, arms control and preparations for the Summit. Southern Africa, Middle East and Central America are also, I would imagine, prime candidates. I should be grateful if Departments could consider
(a) what subjects the Secretary of State needs to raise and
(b) what subjects Mr Shultz may be expected to raise
and let Mr Fowler know by noon Tuesday, 10 September (Room WH 315, telephone 233 5339 or 7815).
2. I should also be grateful if those putting forward proposals could set in hand briefing, which should be in the form of talking points (in abbreviated checklist form), and US-orientated background material (the latter only if essential). The Secretary of State will be briefed extensively on all major world issues for his overall New York visit. Talking points in draft and any essential background material in final form. Points to Make on blue crested and Essential Facts/Background on white paper, 1 spacing to reach Mr Raven in NAD by Wednesday 18 September.
