VIETNAMESE REFUGEES IN HONG KONG REPORT OF THE HOME AFFAIRS SUB-COMMITTEE ON RACE RELATIONS AND IMMIGRATION (SCORRI)
1. We spoke on the phone recently about the guidance telegram which we would like to issue to coincide with publication of the Home Office's White Paper in response to the SCORRI report on Vietnamese Refugees. You said that you would like to see the draft at an early stage.

I attach a first draft for your comments. It has not been fully cleared within this Department yet, nor with other interested departments, and may therefore get changed quite a lot before it actually issues. But it will give you a general idea of what we have in mind.
