Points to make

1. Very grateful for all that you have done to help Hong Kong

with refugee problem in recent years.

Aware that UK's low level of resettlement from Hong Kong has

made it difficult for others, including yourselves, to take more.

Concerned about effects on refugees of longterm stay in transit

centres: also risk of serious disorders if resettlement rate

continues to decline.

Government White Paper published today announces UK acceptance of 500 Vietnamese refugees, almost all from Hong Kong. Hope this

will encourage others, including US, to take more. We have also

made it clear that depending on responses from other countries, we

shall also consider accepting further limited numbers from

Hong Kong.

5. Will shortly be approaching your government formally about this.

Hope you will consider very carefully whether there is anything

further you can do to help.
