1. I enclose a copy of Hong Kong telegram no 1936, which suggests that in order to maximise the impact of HMG's acceptance of the family reunion cases, the intake should be presented as being phased over an extended period, and as a monthly figure.
2. I can
not
the attractions of this proposal, but am sure what sort of problems
if any,
it might cause you. If it is a relatively simple matter, and you could agree to it quickly, we could use the line in the context of an approach to other countries next week. Perhaps you could let me know your views.

Somewhat less urgently, we would also be grateful to know whether you would find it helpful for the HKG to undertake screening and documentation of the family reunion cases on your behalf, as proposed in para 4 of the telegram.
