Publication of the White Paper on 26 September will coincide
with the Secretary of State's meeting with Mr Shultz. We are
16 briefing him to raise the subject of Vietnamese refugees in Hong
Kong briefly. We shall also, at the Executive Committee Meeting
of UNHCR in Geneva (7-18 October), be pressing all resettlement
countries, including the Americans, to accept more refugees from
Hong Kong. We should however be grateful if as soon as the White
Paper is published you could make separate approaches at a senior
Level to the State Department and any other US Government
agencies (eg Immigration and Naturalisation Service?) you feel
appropriate. You should make the following points:
