Paper immediately in advance of publication,

and to ask UNHCR to take parallel action with other

countries on our behalf.

(iv) brief Ministers and senior officials to raise the matter

whenever opportunities arise at

meetings in the coming weeks. The first such occasions

will be the Secretary of State's meetings with Mr Shultz

on 26 September and with the Canadian s on 27/28

September (briefs already with Secretary of State).

your approval. The telegrams

other posts will be based

closely on the text of the one to Washington. We do not

therefore propose to clear them individually with you.

4. We have of course included material on Vietnamese refugees

in our briefing for your own talks with the Americans, when we

hope you will be able to raise the subject.
