4. On the Governor's instructions Colvin Haye has now spoken again

to Mr Wheeler, and obtained from him a categoric assurance that the

information in the document will not be passed to anyone else. Mr

Wheeler is of course grateful to be taken into the Hong Kong

Government's confidence.

5. We hope that this will be sufficient to prevent the information

getting out that HMG are considering amongst other things the issue

of involuntary repatriation. Mr Luce might want to speak to Mr

Wheeler himself, though he would be the best judge of whether this

would be likely to be effective. There would of course be a danger

that he would then have to speak also about HMG's reaction to the

Hong Kong Government's recommendation, which we are not yet ready to

give.
