The Public Finance Ordinance (Chapter 2 of the Laws of Hong Kong), which came into operation on 1 April 1983, attached superseded the financial provisions of Colonial Regulations

Because
to the extent that the latter are inconsistent. there is a degree of uncertainty here as to precisely which provisions have been superseded, we propose to circulate a notice to the public service to the effect that the whole of Chapter VIII of Colonial Regulations does not apply to Hong Kong. Before doing so, we should be grateful if you
could confirm that such a statement would be in accordance with your understanding of the position. For the avoidance of any confusion in future, we should also be grateful if you would consider inserting a note in C.R. 101 to this effect (similar to Note 2 in C.R.1) when Part II of the Regulations is next revised.
I should add that the Foreign and Commonwealth Office was consulted about the proposals leading to enactment of the Public Finance Ordinance in correspondence ending with your letter HKK 100/4 dated in May 1979. The explanatory report by the Law Draftsman sent to you on 2 March 1983, showing the reasons and occasion for passing the Ordinance, is also relevant.
