Before further work is done in this field, I suggest it would be helpful if we could reach some preliminary conclusions on the following questions of policy -

Do we wish the Basic Law in brief terms to give the force of law to the fundamental rights and freedoms which are already assured by the Joint Declaration (and the Covenants), or do we wish it to enact a self-contained catalogue;
if it is to contain its own catalogue, what items should it contain;
do we wish to have some entrenchment of basic rights and freedoms in addition to the Joint Declaration and Basic Law;
if we do, which particular method would be best (Ordinance or common law);
if we choose to have an Ordinance, what should it contain?
