If you could let me know the format and method you intend for presentation to Parliament (? a Command Paper), then we could see whether this would allow for sufficient copies for Hong Kong's needs, or whether the Hong Kong Government Printer could, under due authority, produce copies.
The Governor's Address this year will be given on October 30th, later than usual. The text of the Report should therefore be ready for despatch to you say a week after that.
Please let me know whether these arrangements
are acceptable to you.
