1. Ministers have undertaken to provide Parliament with an annual report on Hong Kong. I would be grateful for your comments on the attached draft submission, in which we propose that the report be published as a White Paper in the United Kingdom and in Hong Kong in early December, approximately one month after receipt of the copy from Hong Kong.
