BACKGROUND AND ARGUMEN T

In the face of Parliamentary pressure, Ministers announced on
6 February that the Government would produce an annual report on
Hong Kong and lay it before Parliament. On 4 September I submitted
proposing a form for the report which Ministers agreed.

In an inspired PQ on 29 October it was announced that the
report would be published as a White Paper and laid before
Parliament, hopefully, in December.

The attached draft report
