A CHANGE OF DESTINY
1. Thank you for your letter of 19 September quering
the decision not to print your despatch in the general
series.
2. The decision was taken on the basis that the scope
you had set yourself for the despatch, which essentially
confined itself to the mechanical process of the
negotiations themselves, and did not cover the wider
issues of past and in particular future policy, though
perfectly valid in itself as an objective, made the
despatch rather less relevant to the general reader. The
Governor covered a much broader scope, which is why his
despatch was given general distribution. On the whole,
this was the right decision, though I
am sorry if it has caused disappointment.
