[Once step 1 has been completed Branch Secretaries, etc. should be asked
(a) to break down the UK legislation
in their respective programme area into three categories :
(i)
(ii)
legislation which should be maintained after 1997;
legislation which should be maintained up to 1997 but which can be repealed
thereafter;
(iii) legislation which can be
repealed even before 1997;
(b) to advise, in respect of each piece of
legislation in category (i), what should be done by way of 'localisation' and, in particular, what modifications to the legislation are necessary or desirable for Hong Kong's purposes;
(c)
to suggest relative priorities and timing of action.]
Draw up a detailed, phased programme of action and have it agreed within the Hong Kong Government and with the FCO.
Set up machinery for monitoring the implementation of the agreed programme.
