3 1 MAY 1985 1. The problem of localisation of UK legislation applicable
to Hong Kong is one that must be tackled sooner rather than
Later. Mr Chan's proposed action plan (Para 1) seems fine
! as far as it goes, although I think the timescale may
prove to be rather optimistic.
2. I am not aware of any comprehensive list of UK Acts and
Orders in Council applicable to Hong Kong, although I
I suppose it is possible that the legal library may have one.
Compiling one from scratch could be a long job.
3. Para 3 of Mr Chan's letter asks us to tell all other
Whitehall Ministries to consult Hong Kong (through HKD) about
any new legislation or amendments to existing Legislation
that may affect Hong Kong. I imagine this could be difficult
to put into effect. We would probably have to notify other
Seens B.K.✓Ministries through a letter from the PUS to other Permanent
Secretaries.
