LOCALISATION OF LEGISLATION APPLICABLE TO HONG KONG
1.
There is no comprehensive list of primary and secondary
legislation applicable to Hong Kong.
2. So far as secondary legislation is concerned there is an
Index to Government Orders (which are published from time to time) and which contains a heading "Hong Kong". This gives an indication,
by reference to particular topics, whether an Order relating to
Hong Kong may be found elsewhere in the index. I do not know if it
is comprehensive. I enclose a photostat of the relevant pages
of the index.
3. Primary legislation is a different matter. There is no
reference to Hong Kong. This is perhaps not surprising since
UK Acts which apply directly (ie not via an Order in Council) to
Hong Kong probably do so because they are applied generally to a
Colony or HMS Dominions or some other generic expression. I have
however photographed the various pages of the Index to the Statutes
which set out the "Colonial" laws and these would provide a
useful, though again not necessarily comprehensive, list through
which one could make a trawl.
4.
Whether
the combined effect of these two lists would produce anything
as useful as Appendix II to the Hong Kong statute book is very much
a matter of speculation.

5. I think it is sensible to warn other Government Departments that
they should keep us (and through you Hong Kong) changes which might apply to Hong Kong.
