Localisation of UK Legislation
Since John Chan wrote to you on 10 May, we have been plugging away at the task of drawing up a complete list of UK Acts, Orders-in-Council etc. that are part of the law of Hong Kong. We have, needless to say, fallen behind the target completion dates in the action plan attached to John's letter, owing largely to the fact that Fred Burrows' unit of the Legal Department was not fully staffed until the beginning of October and had, as you know, a number of other major tasks that made heavy demands on its time. Now, however, they are working hard on the preparation of a comprehensive list on the basis of returns from Policy Branches and the information attached to your letter of 17 June.
