HONG KONG (BRITISH NATIONALITY) ORDER: PASSPORT MATTERS

I attach:

a) a draft background note;

b)

a contribution on passport matters for the draft speech; and

c) draft supplementary briefing.

The briefing assumes that the right of abode endorsement on BN(0) passports is agreed with the Chinese on the terms which have been proposed and that there is no objection to the holding of BN (0) and SAR pssports. Among other things it refers to efforts to obtain third country recognition of the passport and the negotiation of visa abolition agreements; it also counsels on the problems of saying exactly when the new format BN (0) passport will become available. In all of this it touches FCO concerns as well as our own and I am therefore side copying the draft as indicated. You, and they, will recognise drafting from papers already produced. (On passport recognition I have referred to US intentions and an EC resolution though I have not seen the terms of the latter.)

Let me know how the drafts fit into the format which you envisage. I am happy to contribute more or to edit. Given the range of interests the dangers clearly are that we are all contributing on common points but with differing emphasis or that some of the important issues are being left to others and so omitted. I have for example offered nothing on right of abode on BOC passports and Hong Kong certificates of identity.
