ISSUE OF PASSPORTS TO BN (0)S IN HONG KONG
1. In the third paragraph of his letter of 4 October, Nicholas Barrington said that we foresaw no difficulty in the Governor of Hong Kong issuing passports to BN(0)s on the Foreign Secretary's behalf.
2. I am now writing to confirm that Sir Geoffrey Howe has agreed that between 1 July 1987 and 30 June 1997, BN(0) passports will be issued in Hong Kong under the Foreign and Commonwealth Secretary's exercise of the royal prerogative and that he will authorise the Governor of Hong Kong to act as his agent in this respect. We intend to convey this authority to the Governor in a despatch which will be sent after the passage of the nationality Order-in- Council but before the coming into operation of that Order.
3. I shall let you know as on the points covered in the letter.
