This led on to the elucidation which you have been seeking. M. Roux said that not only the Consulate General in London but also the one in Hong Kong have instructions to offer visas as a courtesy to those BDTC, provided he is prepared to apply for a visa, to start his journey with better assurance of admission to France, and admission with a minimum of time at immigration control on arrival. The BDTC who arrives without visa is still usually admitted, but is liable to be examined at greater length by immigration control when he arrives. The concept is a familiar one optional entry certificates.

6. Finally, M. Roux said he would be very interested to know what was the official British view of the way in which the terms of the VAA should currently be construed. I know you would much prefer not to be asked, but the question is a reasonable one and I could hardly decline to pass it on to you.
