about Mr Miller's letter of 20 August to H of C, The draft of the letter and the minute covering
it are now on file.

Considering that Mr Miller's minute was dated only 15 August and received here only on 19 August, I I think he acted precipitately in
in despatching his letter.
I think we might have expected, at least, a telephone call to follow up his minute if he wanted our comments that urgently.
3. I do not much like the undue emphasis in para 3 of the letter to "constitutional developments in Hong Kong". Neither do I like para 6 which incorrectly states that "Parliamentary approval has not yet been
been obtained for the creation of this (ie BN (O)) status". What about the Hong Kong Act 1985?

I suppose we should now wait to see how the Mexicans If they ask about BN (O) status and are given an incorrect response we shall have to put it right. Let us hope that in reply to any questions about BN (O) the Embassy stick simply to para 5 of our telno 1031.
