Wilfred Hyde has passed on to me your letter of 17 September about EXCO's two proposals.
So far as the proposal to withdraw the entry clearance facility is concerned there is at first sight little to add to the excellent exposition of the position in paragraph 3 of your letter. (The only point which occurs to me immediately is that the entry clearance arrangements are provided for in the Immigration Act and Rules. To withdraw the facility would require amendment to the immigration Rules and possibly Act a step which would certainly have the appearance of being to the disadvantage of Hong Kong BN (O)'s).

The proposal about the validity of multiple visit entry certificates, and your advocacy of it, will need consideration.
I will let you have a statement of our considered views on both proposals in due course.
