I should perhaps add that we recognise that it is awkward to have to go to Ministers on this point when the question of the date of issue of the first common format passports, and the whole question of issuing machine readable passports, remains unresolved - those issues turn on the outcome of the current PES discussions - but the timetable for the Hong Kong White Paper leaves us no alternative.
